It is important to go where you want to go when it comes to picking a college. If cost is a concern look at every detail. Tuition may be higher but the cost of living may be lower. In one area you may need a car when another area has an excellent bus system.

Also, think about your major and do career planning early. You may still change your mind but have an idea of where your interests lie. Accepting a music scholarship when you really want to major in psychology may not help you.

UT is is an excellent and very diverse school. It is also large. This does not mean that you will be a "number." It is possible to develop a relationship with your professors and/or teaching assistants , but it is up to you to make the effort. You have to initiate contacts, ask questions and go to office hours to get the most out of your education.
