I know several students (the class valedictorian for example) from my hometown who applied to NYU and weren't accepted. Why? Although high school GPA is quite important, test scores have a very large influence on your admittance chances. In such a large school, with so many applicants, numbers count especially in standardized areas. Legacies are highly favored as well. Extracurriculars? honestly, unless you were playing the viola with the Philharmonic at age 5 they're basically ignored.

Obviously good grades and test scores speak for themselves, though they are not the only factor. Since NYU (save Tisch) does not have personal interviews, I would say use a well written essay as a way for the admissions committee to really get a glimpse of you as an individual.

Good test scores and a high GPA tends to do the trick. You can back door it by doing GSP, although I wouldn't recommend it as GSPers sometimes don't completely fit in--they were noticeably not as smart as the CAS / Stern students.

I have had several friends who have worked in the admissions office for the College of Arts and Sciences. I cannot speak for other departments but, from a CAS standpoint, admissions is very "number" oriented. High GPA (top 5% of your class) and a high SAT (1400+) work to a candidate's advantage. In addition to the numbers, the essay plays a fairly critical role. It is important to demonstrate your writing abilities and your creativity. Everything else is secondary and not really critical unless the candidate is a borderline case (though I wouldn't advise taking any of these sections lightly). NYU is getting more competitive each year, so assuming that you are an ace for admissions, is probably playing with fire.
