I was an undergrad at MSU prior to my arrival at the College of Education. Getting into the college is not challenging, and if you do not mind being academically dishonest you can lie on the entrance essay. They love hearing high minded things, even through you may not (and lets remember they don't either) ever live up to those words.

To be accepted into one of the Public Ivy universities in America, you will need a high GPA and strong test scores. The strength of the courses you took in high school will be weighted heavily, as well as school activities and volunteer work. Michigan State University will only take those who have shown determination and a will to succeed.

When I applied to go to college, the only application that I sent in was for Michigan State University. I could have gone elsewhere, but I had no desire to do so. Everything about MSU is perfect.
In high school, I took AP, honors, and advanced mathematics courses, on top of participating in athletics and volunteering. If you want to be academically challenged, and enjoy your time in college, all while working towards a degree recognized around the world, Michigan State University is a place that you should seriously consider.

Its getting tougher by the year as the applicant pool gets more competitive, but generally a 3.5+ and 25 ACT should get you into MSU.
Good essays and high school activities probably help, but when you're reading thousands of applications, its mostly going to be numbers-based.
It doesn't really hurt you or help you to be from out of state.
